INTRO:
Say hello to Charlie! Or don't, I suppose. Either way, you're likely to receive something of a greeting from him. Ever since his father loosened his leash, he's taken being a social butterfly to near-olympic heights. Charlie is naturally personable and, though his former house can lead people to feeling wary of his motivations, he is incredibly forthright. The way he acts, you'd think that everyday was an audition for Minister of Magic.
he is a workaholic and a perfectionist, taking his duties seriously. he went through the studying and training to become an auror, but he never attempted the qualifying exam after being offered his current position as Magical Law Enforcement's Assistant Head. he played chaser for slytherin at school. his best subject was potions. his wand is applewood with a core of dragon heartstring. while he is a kind person, he is not necessarily a "good" one. blood supremacy has been firmly fixed into his head by his upbringing and, while it does not always make him happy to carry out this belief, he does not question what benefits his family name.

FRIENDS:
as sociable as he is, Charlie has the ability to be a pretty decent friend. of course, there's also a lot about him that is not best pal material - A) he is so committed to his work and family that it does not leave him with any time or desire to pursue casual friendship, B) he won't hesitate to cut people out of his life if his father requests, and C) his views are really bigoted.
As far as "C" goes, it might be possible for this to be worked around. Charlie is very polite and, more often than not, tolerant of others regardless of their blood status - that is, unless it is damaging his or his family's name. I think that most acquaintances from the ministry and otherwise would not be aware of his prejudice unless they shared it. He tends to keep those that do not come from a similar background at an arm's length, preferring company that his father would approve of. I think it would be interesting, though, to see him accidentally befriend someone outside of his social sphere.
It is likely that the bulk of his friends are those with similar interests, such as social connections, keeping up appearances, and - well, blood purity.

I'm sure there is plenty of these, honestly. I don't think that Charlie is very active in returning animosity, but I also don't think that it would take much to twist his arm. Overall, if you disrespect the Harkiss name or any of the members of the family, he will not take it lightly. if you are named as an enemy by his father, his brother, or his sister, you are his enemy.
I think that he also has a lot of qualities that could lead him to being disliked. Once again, he is a pureblood supremacist. As such a huge stickler for perfection, he is also a little insufferable at work. On top of that, his politeness might also get on a nerve or two.

LOVERS:
Charlie is currently engaged to Angelina Yaxley - and, even if he weren't, he is not much of a flirt. He spent so long working himself to the bone that he never bothered to really pay attention to girls (or boys or...anyone, for that matter). Even now, he is still in basically the same situation, except he is dragging Angelina along.
So, yeah, probably not a lot of action here. If you have any ideas that don't involve him cheating on Angelina, I'm totally open. Maybe he could have mistakenly strung another girl along before Angelina came along? One that got fed up with him? Hit me up.
